VAT registration in Dubai

If your taxable supplies pass AED 375,000 in 12 months, you must register for VAT with the Federal Tax Authority. We check whether registration is mandatory or voluntary for you, prepare the application, and submit it through your EmaraTax account. Once your TRN is issued, we help you set up invoices and your first return date.

Who needs this

  • Businesses whose taxable supplies and imports have exceeded AED 375,000 in the past 12 months
  • Businesses that expect to exceed AED 375,000 in the next 30 days, for example after signing a large contract
  • Start-ups with supplies or expenses above AED 187,500 that want to recover input VAT on set-up costs
  • Free zone and mainland companies alike, since free zone status does not remove the duty to register
  • Related companies under common control that want to register as a single tax group

What's included

  • Review of your sales, imports and expenses against the mandatory and voluntary thresholds
  • Advice on the correct effective date of registration
  • EmaraTax account set-up, if you do not already have one
  • Preparation and submission of the VAT registration application
  • Responses to any clarification requests the FTA raises
  • Confirmation of your TRN, tax periods and first return due date
  • Guidance on what a compliant tax invoice must show
  • A short handover note on record keeping and next steps

Documents we'll ask for

  • Trade licence (all licences, if you hold more than one)
  • Memorandum or articles of association, or the equivalent for your licence type
  • Passport and Emirates ID of the owners and the authorised signatory
  • Proof of authority for the signatory, such as a power of attorney or board resolution
  • Turnover evidence for the last 12 months, such as sales invoices or management accounts
  • A forecast of supplies for the next 30 days, if you are registering on expected turnover
  • Bank account details in the company name, with IBAN
  • Customs registration number, if you import or export goods

How it works

  1. Step 1

    Check your threshold

We add up your taxable supplies and imports for the last 12 months and the next 30 days. You find out whether registration is mandatory, voluntary or not yet needed, and from which date.

  2. Step 2

    Collect your documents

We send a short checklist based on your licence type and ownership, then review what you send so the application is complete before submission.

  3. Step 3

    Prepare and submit the application

We complete the registration form in your EmaraTax account, attach the supporting documents and submit it once you approve.

  4. Step 4

    Answer FTA queries

If the FTA asks for clarification or extra documents, we prepare the response and resubmit quickly so the application does not stall.

  5. Step 5

    Set you up after approval

When your TRN is issued, we confirm your tax periods and first filing date and check that your invoice template meets FTA requirements.

Mandatory or voluntary: which applies to you

Registration is mandatory when the value of your taxable supplies and imports exceeds AED 375,000 over the previous 12 months. It is also mandatory when you expect to exceed AED 375,000 in the next 30 days. The 12-month test looks back on a rolling basis, not by calendar year, so a strong few months can push you over the line.

Taxable supplies include standard-rated sales at 5% and zero-rated sales such as exports. Exempt supplies, such as residential rent, do not count towards the threshold. Imports of goods and services you receive from abroad do count.

Voluntary registration is open when your supplies or your taxable expenses exceed AED 187,500. The expenses test matters for new businesses: a company with large fit-out or equipment costs but few sales yet can register early and recover the VAT on those costs.

Timing and the effective date

The FTA expects you to apply within 30 days of becoming required to register. Your registration has an effective date, which is normally the date you crossed the threshold or the start of the 30-day period in which you expected to. VAT is due on taxable supplies from that date, even if your TRN arrives later.

This is why delay is expensive. If you register late, the AED 10,000 late registration penalty applies, and the FTA can assess VAT on sales made since your effective date. If you did not charge VAT to customers in that time, the tax may come out of your own margin.

We work out your effective date before we file, using your sales records month by month. If you are already past the deadline, we tell you plainly and file straight away to limit further exposure.

What happens after you get your TRN

Once registered, every tax invoice you issue must show your TRN, the VAT charged at the correct rate and the other details the FTA requires. Prices displayed to consumers must include VAT. We check your invoice template so your first invoices are right.

You will be assigned tax periods, usually quarterly. Your first return is due by the 28th day after the end of your first period, even if you made few sales. A registered business must file every period, including periods with no activity.

Your bookkeeping needs to separate output VAT and input VAT from day one. If you use accounting software, we can set up the VAT codes so the return figures come straight from your books.

Why applications get delayed

Most delays come from avoidable gaps. The FTA often asks for clarification when the business activity on the licence does not match the turnover evidence, when the authorised signatory's documents are missing or expired, or when the turnover figures are not supported by invoices or accounts.

Another common issue is a mismatch between the legal name on the licence and the name on the bank account or other documents. We check these points before submission, which reduces the chance of a query and keeps the process moving. If a query does come, a quick and complete answer is the best way to keep your application on track.

If two or more UAE companies are under common control, they may be able to register as a tax group. Group registration simplifies filing but brings joint liability for VAT, so we explain the trade-off before you decide.

Is voluntary registration worth it?

Voluntary registration makes sense when you pay a lot of VAT on costs that you would otherwise lose. Typical cases are new businesses with high set-up costs, and businesses whose customers are mostly VAT-registered companies that can recover the VAT you charge them.

It is less attractive when most of your customers are consumers. They cannot recover VAT, so you either raise prices by 5% or absorb the tax. You also take on the cost and discipline of filing a return every period. We set out the numbers for your business so the decision is based on figures, not guesswork.

Penalties and risks to avoid

Questions about VAT registration

What is the VAT registration threshold in the UAE?

Registration is mandatory when taxable supplies and imports exceed AED 375,000 over the past 12 months, or are expected to in the next 30 days. Voluntary registration is possible above AED 187,500 in supplies or expenses.

How much does VAT registration cost in Dubai?

The FTA does not charge a fee to register for VAT. Our fee for preparing and submitting the application is AED 250 one-off (excl. VAT).

How long does VAT registration take?

The FTA usually reviews applications within around 20 business days. It can take longer if the FTA asks for clarification, which is why we check documents before submitting.

What is the penalty for late VAT registration?

The penalty is AED 10,000. The FTA can also assess VAT on sales made from the date you should have been registered.

Do free zone companies need to register for VAT?

Yes, if they meet the threshold. Being in a free zone does not by itself remove the duty to register, although it can affect how some supplies are treated.

Can I charge VAT before I receive my TRN?

You should not issue tax invoices showing VAT until you have a TRN. VAT may still be due from your effective date, so speak to us about how to handle sales made while the application is pending.

Can I register voluntarily if my sales are low?

Yes, if your taxable supplies or taxable expenses exceed AED 187,500. This lets you recover input VAT, but you must then file returns every period.
